
The motoring talk of the town this past week is the “partial” lifting of the TRO on the No-Contact Apprehension Program. As you know, it’s partial because the NCAP will only be implemented on roads handled by the Metropolitan Manila Development Authority, which will officially start using it on May 26. Meanwhile, streets under the jurisdiction of local government units will remain unaffected by the NCAP’s CCTV cameras.
Understandably, motorists in Metro Manila want to know the complete list of roads that fall under the MMDA’s responsibility. The other day, media outlets—including us—released a very short (and hence unofficial) list based on casual interviews given by MMDA chief Romando Artes. We personally tried to get said list by messaging the MMDA via its Viber account. But no luck, since the list had not been finalized.
Today, the final list was finally shared by the MMDA.

This means these roads will now be governed by no-contact traffic management. If you’re a law-abiding motorist, it shouldn’t matter whether your route will have NCAP cameras or not. Just drive responsibly and according to the rules, and you will be fine.
The MMDA needs all the help it can get in managing the traffic because of the imminent rehabilitation of EDSA. So let’s cooperate, shall we?
