Metro Manila has seen some rather odd solutions to addressing its traffic problem. And the Manila LGU has just introduced the latest one. By order of Mayor Honey Lacuna, erring motorists will not be apprehended during rush hour.
This is not the No Contact Apprehension Program (NCAP). Rather, it is a “no apprehension during rush hours” policy. Enforcers won’t pull over drivers from 6am to 9am, and from 4pm to 7pm—as that will only worsen traffic congestion according to Manila Traffic and Parking Bureau (MTPB) chief Narciso Diokno III.
Whether this applies to every or only some traffic violations was not made known. What’s clear is that all MTPB enforcers are bound by the mayor’s order. And those found guilty of violating it will be “dealt with accordingly.”
By now, you are probably laughing at the absurdity of this idea. However, it is just another example of how authorities prioritize motor vehicles at the expense of everyone. The more cars there are on the road (and the faster they’re going), the better. To end, here are three questions to ponder on:
1. Is the flow of motor vehicles so much more important than peace, order, and safety on the road?
2. How will motorists respect and follow the law when they know violators won’t get apprehended (whether physically or remotely)?
3. What measures can the Manila LGU take to promote sustainable modes of transport and reduce private car use?
