LTO waives motorcycle top-box registration

Security is good, but keep it optional

The Land Transportation Office has introduced a significant update regarding motorcycle top-box and saddlebag registration. Beginning January 2026, the agency will waive the P100 registration fee for custom-made top boxes and saddlebags, a move intended to ease expenses for riders who use their motorcycles for work and livelihood.

During our casual meeting with the LTO chief this morning (attended by our editor-in-chief and social media manager), the agency clarified its direction on the policy. While details of full implementation are still being finalized, VISOR’s position is that top-box registration should remain free, but still subject to inspection.

Following the rules, custom-made saddlebags are still subject to mandatory registration with the LTO to ensure the roadworthiness and safety of motorcycles equipped with such accessories. They must adhere to the prescribed dimensions of 2ft length by 2ft width by 2ft height, and must not obstruct the view of the side mirrors.

We understand that these accessories serve as tools for livelihood, but anything that can cause accidents should be regulated. While the implementation appears fair, safety must remain a top priority.
