Which vehicles will be exempt from MMDA’s new odd-even scheme for EDSA?

Everyone’s talking out the new odd-even scheme that the Metropolitan Manila Development Authority will implement on EDSA for a one-month dry run beginning on June 16. There are many questions about this new traffic tool—chief of which is whether it will grant exemptions to certain vehicles.

The short answer is yes, this odd-even scheme will exempt some vehicles from the rule. To be specific, these cars are the following:

  • Electric vehicles, plug-in hybrids, and hybrids
  • Motorcycles and non-motorized vehicles
  • Emergency vehicles (ambulances, fire trucks, and police cars)
  • Public utility vehicles (city buses, jeepneys, and taxis)
  • Transport Network Vehicles (ride-hailing services)
  • Authorized marked government vehicles

Meanwhile, those vehicles that will merely cross EDSA using intersections will also not be covered by the odd-even scheme.

This new policy will let vehicles use EDSA depending on the last digit of their plate numbers. Odd-numbered vehicles (1, 3, 5, 7, and 9) will not be able to use EDSA on Mondays, Wednesdays, and Fridays. Conversely, even-numbered vehicles (2, 4, 6, 8, and 0) will be banned on EDSA on Tuesdays, Thursdays, and Saturdays.
